What you've made is a good observation. There are other factors as well, when discussing LE and canine. Such as fear of liabily, emphasis on drug detection. I think a good example of "where's the interest" is quite evident in the extraordinary increase in the number of departments that obtained Explosives Detector Dogs, subsequent the events of 9/11. In other departments the number of active canines often goes up or down depending on the mood of the administration. Another factor, in any police agency, is the number of grants that not just available, but obtainable. My own program fluctuates between 35 and 50 dogs, depending on the administration at the time. A lot of departments do have dual purpose dogs to get more bang out of thier buck (no pun intended).
