Just found a "United All Breeds Registry" which uses a registration number resembling the one you posted. It's one of those registries that provide a pretty certificate but not much else. Typically used by either backyard breeders of unpapered dogs or puppy mill breeders kicked out of the AKC and UKC.
Yes, that is exactly it. I was ignorant of the "Papers" thing. I interviewed many GSDs before choosing this one. I think I got a great dog. I guess I was lucky. I looked up the breeder (Betty Dwiggins)- See below. I think she does run a mill. She is in MO and has newspaper articles about her for supporting dog auctions. I Googled her. I paid $1600 from a very nice Dog Store IMO. One of he best run stores I have ever seen. The store was well kept, dog rooms were very clean, Great temperature controlled environments. Good meeting place to choose your pup, etc. I interviewed this pup and two others at this particular store alone and together with me in a private room. I am very happy with the dog. I have tracked down some of the sires and dams, and some of them check out very well.
