The tattoo number gets recorded antwhere you register the dog; breed registry, kennel club registrations,sporting clubs, veterinarian, etc. It is moreso a tool for identifying individual dogs than a tool for finding a dog. Locating the dog is not what it is designed for. It is used to prevent fraud in sporting and conformation competitions, or identifying the breed or bloodline through it's registry. There may be uses that others know of as well.
It IS useful in identifying stolen dogs IF the dog is located and the owner is able to provide proof of ownership that references the tattoo number. That is the incentive for a thief to remove or alter the tattoo.
It would take some diligent searching of multiple registries to locate the owner of a dog using it's tattoo.
