In my state, little by little, municipal shelters are being convinced not to use the gas chamber. In Karissa's county, the commissioners may not be aware of the policy, OR, they may be aware and think that not enough people care one way or the other. Maybe a few concerned citizens coming forward and asking them to take a look at their euthanasia policies AND their no-owner-contact and no-adoption policies could make a difference. These are elected officials, after all (for what that's worth).
