If that pup was truly dominant all it would have to do is stand over the bone and the other pup wouldn't get that close.
The fact that the larger pup was right in it's face makes me agree with a comment above that the pup is nervous about loosing the bone.
The second pup is doing nothing but showing respect to the one who is in possession of the bone.
The pup with the bone MIGHT be higher on the pecking order then the one who walked up to it but it has little to do with being a dominant dog.
There is always a pecking order in any litter of pups but the pup at the top isn't necessarily/rarely going to be a truly "dominant" dog.
That "person" that put the pup back in the face of the one with the bone should get a boot in the chair polisher.

Yes, a baby pup being Reactive in Defense of a high-value possession & guarding it from a littermate does NOT necessarily equate with Dominance at all -- Poor little whelps...
