Why won’t my puppy walk with me on a leash?

Full Question:
Why is it that my pup will follow me willingly without a leash or long line? Once I attached a line or leash he’ll stop in his tracks.
I’ve owned many dogs over the years, and this seems to be the case with all. At least until formal training begins

It seems to be a pretty common stage of development with puppies. I typically attach a very small, very light line to my pup's collar or harness and just let them drag it around on a daily basis and don't expect them to "walk" with me on leash until they are desensitized to the leash.

I've noticed some individual puppies are more aware of it than others after raising many pups of different breeds over the years.
